For a single Windows 10/Office 365 app, Outlook seems to be having a lot of startup issues lately.
After Microsoft issued a fix for a startup crash problem affecting the software less than a week ago, it’s now offering a solution to yet another Outlook launch bug.
Outlook takes longer than usual to start
When you launch Outlook, it should take a few seconds for the splash screen to appear. But with certain User Experience Virtualization (UE-V) settings, the app takes a whole minute to display the screen.
While confirming the bug, Microsoft outlined the circumstances under which you may encounter it:
- For starters, versions 2016 and 2019 of the email client have this problem, especially on Windows 10 v1809 or more recent versions.
- You installed a Windows 10 cumulative update that went live later than March 17, 2020.
- UE-V Sync Method is set to None.
- The MicrosoftOutlook2016CAWinXX.xml UE-V template is registered.
In these scenarios, Windows 10 ignores the UE-V sync time out, forcing Outlook to take longer than usual to start.
Thankfully, Microsoft offered two DIY solutions to the problem (you don’t need to install an update to address it, at least for now).
With method 1, you only need to use the default UE-V Sync option, which is SyncProvider. However, you may set it to None and experience no Outlook startup delay only if your device has a permanent SettingsStoragePath network connection.
On the other hand, you may fix the issue by tweaking UE-V behavior (if unable to use the default Sync method).
Below are the items Microsoft says require configuring if you go with method 2:
Go to the TemplateCatalog path that is defined in the UEV Configuration settings. If you use the default location, the path should be as follows:
%ProgramData%\Microsoft\UEV\InboxTemplates\MicrosoftOutlook2016CAWinXX.xml
Update the following lines in the template, and then save and re-apply the new template:

However, keep in mind that method 2 only works for Office 2019 and 2016.
